Because VOD is usually hosted on separate servers, often with less aggressive caching or different CDN. Live streams are continuously flushed, but VOD requires higher sustained bandwidth. If your storage backend isn’t SSD-based or the VOD isn’t fragmented properly (HLS chunks), playback suffers.
